Mr. Richard Akeyo Mungla was sworn in yesterday as the new County Executive Committee Member in charge of Finance.
The swearing in ceremony was conducted by principal Magistrate James Ong’ondo at Governor Cornel Rasanga’s boardroom under the watch of CEC’s, Chief Officers, directors and a section of the public. Mr. Mungla replaces former finance CEC Joseph Warega who left office in March.
Speaking after he took office, the new CEC vowed to re-organise the finance department and implement strategies that will realize proper and efficient revenue collection. “We shall hunt for the problem at the source and fix the revenue collection system,” said Mr. Mungla who enjoys a wealth of experience from his background as an accountant with both NGO’s and the public sector.
The new Finance boss also affirmed that he will lead his staff in ensuring that transparency and accountability is upheld in all undertakings, and that his office and officers shall not be conduits for corruption.
County Chief, His Excellency Cornel Rasanga Amoth lauded the assembly for having vetted and approved Mr. Mungla in a professional manner. He also wagered expectations for expansive consultations among the Chief Officers, CEC’s, and Directors of sectoral departments for smooth service delivery. “You are stepping in on a hot docket called finance and while we expect that you will deliver, it will be upon you to use available human resources to acquaint yourself on the existing legislations and take responsibility for the docket and the people,” Mr. Rasanga advised the new CEC.
Governor Rasanga also went ahead to encourage Mr. Mungla to ensure total adherence to the budget making statutory deadlines to mitigate issues of late submissions of budgets to the cabinet and assembly.
“We previously had a problem with the Finance docket especially in meeting the budget statutory deadlines, and that must be solved. We do not doubt your competency. I expect to see reforms in the docket,” said the governor adding that he chose Mr. Mungla among equals.
